The Federal Highway Administration (FHWA) is an auxiliary organization of the Department of Transportation (DOT) responsible for developing regulations, guidelines, and policies to attain safety, access, and economic development. Through the coordination of highway transportation programs, such as the Federal-Aid Highway Program and the Federal Lands Highway Program, the FHWA strives to enhance the country's safety, quality of life, environment, and economic vitality.

USmax provided nationwide Internet messaging systems support for the FHWA. USmax also provided support assistance for the nationwide deployment of a new email system to be utilized by all parts of the FHWA.
